Because the Soviet Union had a ton of projects they couldn't afford so the US footed the bill to keep scientists employed instead of risking them going to North Korea, Iraq, Iran, Libya, etc. This was only a couple of years before I was born and even I knew this prior to 2022. The US had to clean up all the messthe Soviets left laying around and couldn't afford to deal with.

Samples of natural diseases are still dangerous if you start lobbing missiles at coties. They're not weapons, but you'd still want a perimeter around the area to prevent battles or at least request Russian forces to send in their equivalent of CBRN teams to recover the samples safely.
