Yes. In Desert Storm a F-4G armed with AGM-88s was painted by radar and the pilot assumed it was a ground radar and fired. But it was a B-52 tail gun. The B-52 got its tail damaged, landed, and was christened "In HARM's way".

The CBS report interviewed the anti-Ukraine Amnesty International activist (several people who arrived in Kiev at the start of the war said she criticized Ukraine before the investigations even started). She said she doesn't know where the weapons are going. Which is obvious, the military doesn't tell the civilians matters of state secrecy, or else it leaks and Russians send cruise missiles at weapon storages. Then they cut to the leader of a NGO who does not handle weapons that only 30% of the aid makes it to the front. He has come out and said the aid deliveries are much better now. That piece was a disgrace to journalism.

HARMs can be fired in a ballistic trajectory to increase range. If the missiles are set to pre-briefed mode, you don't need to fly over enemy MANPADS.

@jonnekallu1627 the first weapons sent only take a day or two to train. The weapons being sent right now required months of training.

You can clearly see that the question about weapons was asked to the Amnesty International woman, and the 30% stuff was asked to a person who runs a NGO that doesn't handle weapons. It's an editing trick.
