  3. Artillery requires spotters, ammo, and not being afraid of counter battery. If the spotters are KIA or WIA, artillerymen do not know where to fire. If the artillerymen do not get ammo from the MoD, they do not fire. If artillerymen know they're under observation and if they fire a shell will fall directly on them, they will not fire.
