Correction. Two attempts was doctrine. Then the radar had to be shut down and relocated. They knew there was no SEAD in the air so they broke doctrine and attempted a third lock.

The F-117 basically nearly entered the S-125 minimum engagement distance. Point blank shot. There were no fancy tactics or trickery involved. Just physics. Stealth works with the inverse square law. Take out the distance, stealth aircraft become detectable.

That's not feasible as winds push water back under the aircraft, which is moving fast enough to not leave an empty column under itselfm. Plus weather radar spectrum is terrible for accuracy.

It was a near point blank shot. Physics itself mandates that a stealth aircraft is detectable at extremely short ranges.

Military acquisitions require a lot of legalese stipulations in regards to materials, sources/suppliers, testing standards, etc. For example magnets in one F-35 part were found to come from China, and the mamufacturer has to change suppliers. So you can't just go down to the store and get some bushings. You have to pay for a factory to custom make you bushings that obey the standards (which often involve inspecting 100% of units, rather than using a statistical model to make entire batches pass QC).
