Everything adds up - the entire Soviet sciences and engineering just started rotting after the collapse, their investment in science was insufficient, weapons engineering isn't a prestigious job so the technical minded are retiring with no junior engineers to pass down knowledge to, and they lost the plants and minds of people who are now in other republics of the former Soviet Union instead of Russia. Like some of their helicopters depending on Ukrainian turbine engines, some tank tech like engines depending on the Kharkiv plant, even parts of their nuclear strategic rockets were made and repaired in Ukraine prior to 2014. They just thought they'd get a slap on the wrist and then business as usual.

@jsmcmxlvii "This war is draining NATO resources" - NATO has not yet sent a single Western jet fighter or naval vessel. We're sending artillery ammo and Javelins. The majority of aid are old armored vehicles like the M113s, Humvees and MRAPs. It's you who doesn't get it. The Javelins exist precisely to destroy Russian tanks. We send those. They destroy Russian tanks. Who else would we use Javelins on? Nobody else has a larger tank force. We're sending a lot more artillery than we thought would be necessary. But that's because we launch cruise missiles and air strikes in wars. We depend less on artillery than Russia or Ukraine. The claim that NATO is depleted is nonsense.
