  1. With an electrode going around the magnet you can get a reasonably consistent coat all around. If you grind the coat away you need to make it even all around which means a precision jig that allows you to rotate the workpiece and fix a grinding tool with some kind of fine adjustment.

  2. I think the large volume of air inside the bellows going into the smaller PC case make it very effective at achieving positive pressure. You can't fill up a balloon with a box fan but you can with a hand pump. This works more like a pump than a fan.
