If the M1 plant had shut down, the government would have spent billions reopening it, getting a hold of the former employees to re-hire them, etc. to reopen it when foreign contracts rolled in just a few years later. That "scandal" was a massive cost-cutting measure but people miss the forest for the trees. Have you heard of the F-15EX? Only 88 will be built. People are pretty excited about it. But they're only being produced because Boeing's military sector did not have enough orders to keep the St. Louis plant open.
