  5.  @Dimetropteryx  Watchdog organizations also should not make matters worse. By essentially giving carte blanche to Russia, they opened the door for more civilian casualties. If your way of helping actually harms people, don't try to help.

  7.  @righthandstep5  North Koreans are used as very cheap labor in countries like China and Russia. Some attempt to flee, but the vast majority doesn't - they fear for their families suffering reprisals.
