  1. The F-15 is more expensive to maintain. The F-15C is an air superiority fighter, it has air to ground capability but it's focused on the air fight. The F-15E, the Strike Eagle, has better air to ground capabilities but requires a WSO in the back. The F-16 is single seat (except for B/D variants I think?) and single engine which means half the pilots required and it's cheaper to maintain since it only has one engine. Plus the F-15 was supposed to be replaced by the F-22 which was cancelled with only 178 built so the F-15 is still tasked with protecting US airspace.

  3. They already have a tank buster, the Su-25. Such types of aircraft are extremely vulnerable and are forced to shoot unguided rockets. The A-10 wouldn't be able to circle around to use the gun or targeting pods.

  4. The S-300s were at some point meant to be replaced by S-350s, a more modern variant made to boost defenses without replacing everything with S-400s. If there's S-300 tubes close to expiring, it's preferable to fire those instead of sending them to get recycled.
