@Dark Night you are presented with the choice of shooting civilians to defend yourself and also avenge one of your guys being lynched by a mob at one point in the game, and the game sorta attempts to trick you into shooting them. The white phosphorous scene isn't the only point where the player is able to do bad stuff.
