My father as a 17 year old kid was stopped at the border while my grandparents and uncle took a one day vacation out of the country. The justification was that at the time boys close to their 18th birthday were not allowed to leave the country due to draft dodging concerns. He was not forced into anything. Read the fine print. In case of war, you may be prevented from leaving your country. Look into it, footballers who left their country of origin in their teens and come back for a match are sometimes stopped from leaving because they're in their 20s and missed their mandatory service.
