Because the loan is in stocks rather than monetary value. If it was based on monetary value it would just be a normal loan. The lender wants the stocks back because he is in a long term investment. It doesn't have to be a one-sided deal either. The short seller may take advantage of a dip in prices to buy back what he owes when it's low, and the stock price rises from there. He already has the stocks he needs to give back to the lender so any rise in price does not affect him, meanwhile if the stock prices are high when the loan is due the lender ends up "making" money by getting stocks at a higher value than they used to be, should he wish to sell right then.
