  2. Geneva Conventions don't apply to cops enforcing domestic law. That's why they can use chemical attacks (CS/tear gas). Or for that matter, same as the Hague conventions which banned expanding ammunition. In warfare they're considered inhumane, in domestic use they're considered a way to protect bystanders by slowing down the bullet before it exits the body.
