Ukrainians can pose as Russians and drive with cardboard in their trunk to get close enough to launch. Russians have difficulty posing as Ukrainians so they need long range Iranian drones.

  12. No. Ukrainians know how to speak Russian. Even with an Ukrainian accent they sound like Southern Russians. They are able to drive around Russia and cause fires or fly drone attacks. There was an Ukrainian saboteur who filmed himself inside a Belarus airbase placing explosives under Russian helicopters.
