If it wasn't a crime they wouldn't be buying from criminal organizations. Kind of a chicken or the egg situation there.

Drugs are not legal in Portugal, you're just not criminally charged. You still get your drugs confiscated by police and may be forced to go to court where the judge will recommend addiction treatment (which is not mandatory).

The obvious ones would be corruption, police coverage/response time/rule of law, strength of institutions, etc.

Not to countersignal but our drug problem did come back somewhat due to the lockdowns. It's not bad like the 90s, but we were set back.

The operating principles are the same. Both terrorists and cartels are intermixed with local populations so fights tend to create civilian casualties. Either way, even insurgent groups have multiple layers - normal foot soldiers, "immersion" fighters who only detonate their vests when surrounded, and dedicated suicide bombers (who are psychologically unwell people taken advantage of by religious leaders). Cartels also have normal foot soldiers and complete nutcases who seem to have a deathwish. There's a strong folk religion aspect as the cartels have their own saints.
