That's why during military training they usually have walls or ditches to cover behind. The powder used as explosive is a low order explosive, meaning there's not a lot of blast. The main killing and injuring agent was the shrapnel/fragments/whatever, and the human body is good at stopping it. A nail at high velocity is very light and will lose speed fast.

  2. The library was not related to the attacks. The third bomb was not deactivated, after the two blasts they cut the signal on cell phone antennas because they thought the detonators were cell phones. That's probably what stopped the third bomb.
