  1. They're old and vulnerable to defenses. Most of the damage they dealt was to less competent Iraqi army units who prefered to run away over fighting. The Iraqi Republican Guard was better equipped and loyal to Saddam so they shot down a handful of A-10s. The US stopped sending them in missions against those units. Against Russia, even if the front line is full of demoralized mobiks, behind them there's motivated army units willing to fire missiles at airplanes. Ukraine already has a Warthog anyway - it's called Su-25 Frogfoot.

  2. ​ @Alie01  several countries train for F-16 highway operation. The F-16 is as common as a Ford in the military aviation world, the Gripen was made in lower numbers and the C/D variants are not compatible with E/F variants.
