You don't have the people to cover the shifts. You'll run out of the correct alloy of steel within a few days and your supplier won't deliver a batch until 2 months. Then when the shells are made, someone needs to melt the explosive and cast it inside the shell. Turns out, in peacetime there's only one factory that can do that. So we'll have to make the investment that needs decades to pay off, for a war that won't last a decade. There's some hubhub about ultrasonic explosives casting. Maybe if we reinvent the wheel we won't have to invest that much money.
