They've always existed since flight was achieved, because we put stuff in the air and sometimes there's people watching who can't tell what it is. The Pentagon said that the Navy footage was real, which means it's an Air Force test that they're not allowed to identify. Thus remaining an unidentified flying object. Both of the "sides" in your story are composed of idiots. Both think UFO means alien.

@kevinb6831 All air force bases have armed guards. Obviously they have less lethal means to stop people so they can throw the book at you, but don't go up there and expect to not have rifles pointed at you.
