  1. Flag of Convenience is very complex, both Panama and Liberia were set up in the USA and still are. Your example of Maersk a Danish company is still complex, they have a subsidiary in the USA running US Flag vessels "See Captain Philips". They also charter vessels say owned and operated by a German company but painted and named for Maersk blue. You can also have a British flag vessel but with no British people on it.
