The toilet paper shortage was a fact. This was due to demand and supply. There are two different supply routes, one for home use, supplied from shops/supermarkets. One for Commercial/Government offices, these are supplied by whole sale outlets, usually in large and some what basic rolls. The demand is homes went up due to the inhabitants went up when people were unable to go to work/school etc. This lead to the shortage as demand increased.
