  1. Writing on rebuilding Countries after war. We have a habit of confusing elections with democracy. In fact democracy consists of much more than voting. To work properly democracy needs the Rule of Law, an independent Civil Service, institutions of government in which there is built in checks and balances to prevent abuse of power. A free and vibrant Press, and an active civil service capable of holding the executives to account. There is a second phenomenon that frequently occurs in a post conflict period. The emergence of “boutique” parties based not on a set of Political ideas, but on a single charismatic figure for whom the party becomes merely a vehicle for personal vanity. Paddy Ashdown.
