  3.  @user-nz5fn9cv3i  Only the IOC can cancel the Olympics, that's why the government is going ahead with the games. If Japan were to cancel, Japan would have to pay a penalty to the IOC which would be in the billions added to billions Japan has already lost, preparing for the games.
