  1. Not all, especially the ones standing around shaking hands and doing press conferences. They need to go to the frontlines and help.

  2.  @carastone3473  You need one person to speak, the rest just stand there in the background, they don't even speak. Every pair of boots on the frontline helps, standing behind someone at a press conference does nothing.

  3.  @philliprat6355  I know the more firefighters, the better. Those fire personnel standing in the back don't do anything, they don't even speak to the press. Firefighters are coming from other states to help and they put on their dress uniforms and stand there.
