  1. A lot of the elderly in Japan volunteer cleaning their neighborhoods and volunteer as crossing guards near school because it gets them out and about and occupies a few hours of their day.

  4. People cleaning in and around their homes and businesses has nothing to do with public services. People volunteering to clean up their beaches or neighborhoods doesn't involve the government.
