The Romans had voluminous governmental records from the period. How can you say "Jesus" would not of been famous enough to appear in any? A man who had a large following, supposedly committed "miracles" and went before Pontius Pilate to be crucified and then "rose from the dead"? Someone like that would be pretty famous today! The Romans have no contemporary governmental records of such a person. The theories that involve the Flavian dynasty emperors, like Titus, in creating an alternative to the anti-Roman Jewish militancy of the period are compelling. The theory says the Romans created the idea of "Jesus" (based upon a religious leader of a different name) and Christianity as a turn the other cheek type of Judaism that they hoped would catch on and replace the militant Jews, known as the Zealots. It certainly caught on. A Flavian, Clement I was one of the earliest Popes. The headquarters of Christianity was Rome, not Judaea, curiously.
