Orson Welles put on a hoax when he had a radio play that said the Martians landed in New Jersey. It wasn't meant to be true-- it was a put on, a prank. The Trump campaign had extensive dealings with Russian agents to help them in 2016. Mueller did not exonerate Trump-- he said the opposite, but Mueller couldn't prosecute because the Justice Department gave Trump immunity. That is not a "hoax".
