  1. NYC bills for utilities are not that high. Do you mean common charges for the condominium building? Those are high if the building has very few units.

  4.  @davidhunternyc1  I didn't advocate this regulation. I explained it. It's like in the suburbs where the code requires fencing in pools. Someone's unattended kid has an accident, lawyers want millions for the family and the local government board says how to we avoid these lawsuits.
