  1. Kitchens and bathrooms that do not have windows must have a vent. It connects to the building ventilation system, fan powered, and out to the roof. Building code.

  2.  @Leslie-wb8cb  Not everyone is aware of that "rule". Obviously there must be many New Yorkers making g enough or else the rents would go down. Some of these places are paid for by the parents of young renters.
