If a developer gets a variance to build something taller than permitted under the existing zoning or gets a reduction or elimination in property taxes, the trade off is that the building must be stabilized for a limited time. I've seen 15 year limits. At the end the apartments can be charged market rates. If you have been there 15 years at a below market rent the landlord may double or triple the rent, if that's the market. If you can't pay you're evicted.

  3. They weren't half. They barely dropped. The landlords knew it was temporary and waited it out.

  4.  @Dog.soldier1950  taxes are paid by the owner. Utilities? either. you have to find out. Water is always included but elec and gas, if available, are usually paid by the tenant.
