When Trump talks about his "liquid cash" (given the fact that he lies and exaggerates about everyting) he must mean the amount of cash he can borrow from credit lines, not so much cash on hand. For the average person, and Trump, when you say how much money you have you may be referring to how much is left on your credit card limit, not cash in a money market account. Trump is heavily in debt. I don't think all of it is "on the books".
