  2. There are Dutch parties that want to make the government less proportional. By increasing the hurdles for new parties and by removing party links, which allow parties to shift excess votes that didn't amount to a seat to a party they befriended to see if they perhaps could get another seat with it, which makes it more attractive to vote for small parties as it means your vote doesn't get lost.
