  2. This is relatively new infrastructure. The government eventually wants to charge every household according to the weight of their garbage which can be measured with the passes that provide access to these underground containers. They've been running pilots in smaller municipalities for years. The problem is that applying a cost to disposing garbage in the container will lead to people simply disposing the garbage outside the container or start all kinds of cute fraudulent tricks, like disposing garbage in recycle containers or dumping it in nature. So the government hasn't figured this out quite yet and meanwhile the increased costs are felt in the increased municipal tax.

  3. Unless people 'reduce' their waste with fraudulent tricks, then the problem increases tenfold. People take their trash to containers, that's a behavioural win. It should be fostered rather than punished.
