  1. 6:40 it's a capitalist / libertarian paradox all the same. The question what to do with those that lose everything. London was able to cut major costs by simply paying a bunch of homeless people an allowance which prevented the municipality from having to spend a manifold of that cost on emergency services. Socialists try to prevent higher costs with bloated bureacracy, libertarians are avoiding initial costs but incurring higher costs by letting poverty wilt and fester into an economic burden.
