There's a third option. The government starts building its own server infrastructure. Public cloud services. I know you're cynical towards anything the government does. But a government that would recognise the importance of a free and open internet (and again, you're laughing at this) has the resources to set up its own server farms and provide it to the citizens. Not as an all-encompassing monopoly, but as a counter-weight, a competitive sanctuary to the power of big tech. It could be out of lofty principles, but even out of pure self-preservation and not yield total control over corporations this would be an attractive idea to them.
