  1. It's not high fuel prices across the board, it's specifically high diesel prices. This is because France did fuck all in regard to efforts to phase in more efficient vehicles and thus the majority of them still drive on diesel. As opposed to the rest of Western Europe where the use of diesel engines are a small minority. France is playing catch-up and it's doing it in such a ham-handed way that it's hurting the poor.
