  1. Natura 2000 is the means, not the end. It's a pretext to get farmers off their cheap land, pawn it off to project managers who will build housing, turning it into premium land. Without the nitrogen regulation the government would have to purchase the same land for development prices of which the farmer would get their rightful cut.
