  1. No it's not. Plastic and Rubber degrade in different ways. Both can hurt wildlife, but rubber degrades into organic compounds whereas plastic just turns into permanent microscopic glitter that permeates our cells.

  2. Balloons take 6 months to biodegrade. That's long enough to hurt wild-life but not long enough to be of the same concern as plastic, which doesn't degrade at all.
