There's an exhaustive tour of the hotel by Flying The Nest. It's genuinely a cool and detailed experience. But as you can see on that video is that there's like 8 cast members for every guest or something. So it's not that the hotel is expensive, but rather the enormous amount of personnel that the park needed to sustain that immersive experience.

The hotel is already a third of the size of Batu. Plus they currently used in-world shuttles (boxtrucks that looked like space shuttles from the inside, 2 minute ride) that keep the hotel guests neatly separated from the park guests. If there was a hotel on site then park guests would try everything to get inside the hotel.
