It's not necessary to have a strong coalition. It's a Dutch tradition, sure, but it's not a requirement or even desirable at all. In a fractured parliament it's more appropriate to have a minority coalition, one that is likely to be in the center and one that is now forced to seek alliances across the opposition in order to pass laws. Rutte didn't do this. He made sure he had a strong (if narrow) majority with tight coalition agreements creating an unbreakable bulwark against the opposition, sidelining them altogether.
