  9.  @rachidsabil3873  Ukraine and Russia coordinate evacuation corridors to minimize civilian casualties. It's still done poorly with lots of screw-ups, but at least both sides intent to spare civilian lives. Hamas does the opposite, they seek to maximize civilian deaths.

Putin never had any control over the Baltic Sea, the Soviet Union lost dominance over that long ago before he came to power.
