They are promoted by the government. Just like the kashmir files movie funded by the government. Modi is a nationalist and speaks of ethnic purity and supremacy.

@artman12 isn't bat soup and dog/cat meat a China thing? P.S, India spent almost 60 billion building over 110 public toilet facilities along with an add campaign to discourage defecating on the street. Campaign is still ongoing.
