It's not illegal. None of the countries involved have restricted cluster munitions. russia has been using them since day 1. Lol by march 2022 16 instances of clusters being used on cities were recorded. Including Kyiv...

 @kevinfidler6287 it's because us has a lot of artillery peices. Countries that banned them use either tanks of planes and few artillery peices.
