@dark_master_Makei actually the Budapest Memorandum was one of many documents signed by russia, UK, and the USA as part of the larger Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which was signed and ratified by the aforementioned countries, as well as Ukraine, Belarus, and Kazakhstan.
The agreement did confirm all these countries borders; and prohibited the Russian Federation, the United Kingdom and the United States from threatening or using military force or economic coercion against Ukraine, Belarus, and Kazakhstan, "except in self-defence or otherwise in accordance with the Charter of the United Nations."
It also made the former states hand over their nukes to be dismantled by russia.
