  5. There was a very lage earthquake in Morocco with tremors felt in Portugal, Algeria, and Lybia. That was likely a contributing factor.

  8.  @anubizz3  they ignored about a decade of warnings that repairs were needed to the dams, which they were told were in desperate need of repairs. This could have been avoided had they not ignored urgent cries from engineers how dangerous the situation was.

  9.  @eljanrimsa5843  I think all 3 things you listed are to blame. Without 1 of them this could have likely been avoided. At least postponed. Unfortunately we can't control the earthquake or the storm. We as humans can control maintenence schedules and invest in repairing aged structures. Which was ignored for over a decade. I'm surprised russia didn't fix the dam, since they're all over Libya protecting the oil feilds and ports. They get so much out of Libya you think they'd give a little back.
