they are filipinos too whether or not they are call center agents. most filipinos in business districts aren't even all call center agents even if you do commonly see them as one. if you really want a fair representation, it should be both the rich business districts, random streets of different cities within Manila, and maybe even the poorer districts. heck even the different provinces if you really want it fair.

Officially and in practice in more formal schools, most classes are taught in english except for subjects such as filipino, civics/geography/history/society (which is a combined class), and classes about good values which is also called guidance. Many teachers though can slip or just frequently teach in taglish but in more formal prestigious schools, many teachers teach in straight english or straight filipino though they can let loose some taglish too at times. If there's a foreign exchange student in class, the teachers in prestigious universities try as much as possible to speak in straight english though some teachers get carried away and go about in taglish. If you want to find taglish in writing, this is commonly done while chatting on social media sites like facebook or twitter or even in youtube comments here.
