  3. there's nothing stopping people from doing that to their private properties, but each private owner needs to purposely pay and have it designed for their homes to use their rainwater collected water and private canal water to be used for toilet flushing and watering plants. of course, the public sector does not always do stuff for the private sector to do on their own.
