  2. Yep. My husband worked for the DoD and at the end of every year, they sent someone to buy as TONS of stuff. Anything they could buy to spend the money.

  6. Yep, my husband worked in the DoD and they did the same thing. Every year. They'd buy masses of paper, pens, chairs, whatever. Anything to spend it. Even when they had plenty of those things.
