  4.  @isgamer-8732  I do agree, but they're not taxing you again at the end of the year. They're analyzing what you paid in taxes through the year(came out of your check) and how much you actually owed. You also get as many deductions and credits that you can to get it as low as you can. If you overpaid, you get that back. If you underpaid, you get a bill.
