This does not even include the people who pay zero percent. The bottom half are a net negative as they take more in programs than they pay in. Their average tax rate is 4% while the 1% average tax rate is 27%. The top 1 percent paid a greater share of individual income taxes (37.3 percent) than the bottom 90 percent combined (30.5 percent). It isn't the rich who aren't paying enough...
